　　各有關(guān)單位：

　　為保證工程建設(shè)標準英文版翻譯質(zhì)量，根據(jù)《工程建設(shè)標準翻譯出版工作管理辦法》的有關(guān)規(guī)定，我司組織制定了《工程建設(shè)標準英文版翻譯細則（試行）》，現(xiàn)印發(fā)你們，請遵照執(zhí)行。

工程建設(shè)標準英文版翻譯細則（試行）

　　為規(guī)范工程建設(shè)標準英文版的翻譯工作，根據(jù)《工程建設(shè)標準翻譯出版工作管理辦法》，制定本細則。

1 翻譯質(zhì)量及技術(shù)要求

1.1 基本要求

 1）工程建設(shè)標準的翻譯必須忠于原文，并遵守完整、準確、規(guī)范、統(tǒng)一的原則。

 2）標準的譯文應當完整。標準的前引部分、正文部分、補充部分都應全文翻譯；腳注、附錄、圖、表、公式以及相應的文字都應翻譯并完整地反映在譯文中，不得誤譯、缺譯、漏譯、跳譯。

    3）強制性條文的翻譯必須準確無誤，譯文用黑體字注明。

 4）譯文的內(nèi)容、術(shù)語應當準確，語法應當恰當，行文流暢。

 5）標準中的典型語句、術(shù)語、計量單位、專業(yè)詞匯應當前后統(tǒng)一。

 6）標準翻譯稿的幅面、版面、格式、字體等應當規(guī)范并符合《工程建設(shè)標準英文版出版印刷規(guī)定》，圖表、公式的編號應與原文相一致。

1.2 具體要求

 1）數(shù)字表達應符合英文表達習慣。

 2）標準中的符號、代號、計量單位、公式應直接引用原文，時間、貨幣、標點符號可按英文慣例翻譯或表達。

 3）日期按譯文語言，應采用公歷，按月、日、年順序排列（例如，December 1,2006）。

 4）術(shù)語的英文翻譯，應以中文版中的英文術(shù)語為準。如果中文版中英文術(shù)語表達不準確或出現(xiàn)錯誤，應由翻譯人員與編制組共同商議后做出必要修正，并在譯文中注明。

 5）標準名稱應以中文版的英文譯名為準。如果中文版標準名稱的英文譯文不準確，翻譯人員可向翻譯出版辦公室提出書面修改建議。

 6）人員的中文姓名譯成英文時，采用標準漢語拼音。外籍人員的姓名應按其原姓名或相應的英文姓名表達。地名、團體名、機構(gòu)名，使用慣用譯名。無慣用譯名的，可自行翻譯，必要時附注原文。

 7）法律、法規(guī)、規(guī)范性文件等名稱應采用官方或既定譯法，其他文件、著作、文獻名稱采用既定譯法。

 8）縮寫詞首次出現(xiàn)時,應附注全稱譯文。經(jīng)前文注釋過或意義明確的縮寫詞，可以在譯文中直接使用。

 9）譯文的章節(jié)條款項的編號，應與中文版一致。

 10）對我國獨有的直譯較難的詞，可以意譯，也可采用漢語拼音，必要時可加附注。附注可采用兩種方法，一是在第一次譯出處附注，二是在譯文的適當?shù)胤浇y(tǒng)一附注。

 11）譯文的句式結(jié)構(gòu)或修辭方式應符合英語的表達習慣。

2.8 本規(guī)范用詞用語說明(譯者按下列翻譯)

原文內(nèi)容：

1  為了便于在執(zhí)行本規(guī)范條文時區(qū)別對待，對要求嚴格程度不同的用詞說明如下：

1) 表示很嚴格，非這樣做不可的用詞：

正面詞采用“必須”，反面詞采用“嚴禁”。

2) 表示嚴格，在正常情況均應這樣做的用詞：

正面詞采用“應”，反面詞采用“不應”或“不得”。

3) 表示允許稍有選擇，在條件許可時首先這樣做的用詞：

英文翻譯：

1. Words used for different degrees of strictness are explained as follows in order to mark the differences in executing the requirements in this code.

1) Words denoting a very strict or mandatory requirement:

“Must” is used for affirmation; “must not” for negation.

2) Words denoting a strict requirement under normal conditions:

“Shall” is used for affirmation; “shall not” for negation.

   3) Words denoting a permission of a slight choice or an indication of the most suitable choice when conditions permit:
